Key aspect of Next Generation Networks is their heterogeneous nature covering a wide range of technologies such as Long Term Evolution (LTE), Wireless Local Area Network (WLAN), Worldwide interoperability for Microwave Access (WiMAX) etc. with different date rates and coverage. When a user is moving from one place to another at a certain speed and repeatedly changes the direction, the most important aspect in order to provide him continuous connectivity and reasonable Quality of Service (QoS) is to effortlessly manage the switch over between various networks. This switch over (called handoff) should be efficient and timely so as to avoid ping pong effect and unnecessary handoffs. The proposed system here selects multiple handoff parameters and calculates their priority vectors using Analytic Hierarchy Process (AHP) and fuzzy weights using Fuzzy AHP (FAHP). Further, Fuzzy Inference System (FIS) is used to decide when the handoff should be triggered. The results show that when unnecessary handoffs are avoided, efficiency of the system improves thereby making the system more effective.
