Until the establishment of a true police force in the middle of the last century, often the victim was the most important element in the bringing to justice of any criminal. The police slowly took over the prosecuting function of the victim. The victim’s role has been reduced largely to one of essential to the system, they do not furnish the victim with any decision making power. Some would argue. Internationally, until the 1960s there was lack of compensation or restitution for the victim. In the recent years and since 1997 and after there have been several important advances. The study of victims, victimology and victimization is the necessary part of criminology. The present paper attempts to attempt to study these aspects with evolutionary approach.
